[11th Batch of Quota List of Solid Waste Restricted to Import Announced in 2019] On August 14th , 2019, Solid Waste and Chemicals Management Center announced 11th batch of quota list of solid waste restricted to import, approving a total of 480,430 tons, including 87,680 tons of copper scrap, 11,290 tons of aluminum scrap, 381,060 tons of scrap paper and 400 tons of scrap ferrous.

[Draft for Comments on the Interim Measures for the Management of the Recycling of Lead-acid Battery published by the National Development and Reform Commission] In order to implement the Notice of the General Office of the State Council on the Implementation of the Extended System of Producer Responsibility (General Office of the State Council issued on 2016, No. 99), regulate the recycling of wasted lead-acid batteries and the utilization of resources, improve the recycling level of resources, control environmental pollution, and formulate this Measures. In accordance with the Circular Economy Promotion Law of the People’s Republic of China and the Law on the Prevention and Control of Environmental Pollution of Solid Wastes, NDRC, together with the relevant departments, has drafted the Interim Measures for the Management of the Recycling of Lead-acid Batteries (Draft for Comments), and solicited the views of the the public.

[The National Development and Reform Commission and Other Five Departments Jointly Issued the Circular of 2018 Construction Progress Assessment of Industrial Transformation and Upgrading Demonstration Area] On August 13th , according to the announcement made by NDRC, in order to promote the effective construction of industrial transformation and upgrading demonstration area, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Natural Resources, and the China Development Bank commissioned a third-party assessment agency to conduct an assessment of the progress in the construction of the 1st batch of old industrial cities and resource-based urban industrial transformation and upgrading demonstration area in 2018. Hubei Huangshi, central Hunan, Sichuan Zigong and other demonstration areas were rated as excellent, Shanxi Changzhi, Hebei Tangshan, Shandong Zibo, Anhui Tongling, Chongqing city and other demonstration areas were rated as good.

[Ministry of Ecology and Environment: China’s Solid Waste Imports Decreased by 28.1% Year-on-year in the First Half of the Year] On August 16th , the second plenary meeting of the Inter-ministerial Coordination Group on Prohibiting the Entry of Foreign Garbage and Promoting the Reform of Solid Waste Import Management System was held in Beijing. Li Ganjie, head of the coordination group and minister of MEE, introduced at the meeting that in the first half of 2019, the national imports of solid waste amounted to 7.286 million tons, decreased by 28.1% year-on-year, laying a solid foundation for the completion of the reform goals in 2019.
